In a world where connectivity has become a key driver of economic competitiveness, a country’s ability to deploy robust digital infrastructure directly determines the pace of its development.

Across Africa, and particularly in Tanzania, digital transformation is no longer only a strategic ambition: it has become a national imperative, driven at the highest level of public institutions.

It is in this context that the budget session of the Ministry of Information, Communication and Information Technology, held at the Parliament in Dodoma on Thursday, April 30, 2026, carries significant importance.

This event goes beyond a simple budget presentation. It represents a key strategic milestone for the future of the ICT sector, defining priorities in digital infrastructure, national connectivity and technological innovation.

The participation of TOA Tanzania’s leadership in this session reflects this dynamic. It highlights a fundamental reality: telecom infrastructure players are no longer only technical operators, but strategic partners in national development.

Through this institutional presence, TOA Tanzania reinforces its active role in building a more inclusive, efficient and resilient digital ecosystem, fully aligned with Tanzania’s digital transformation journey.

A strategic budget session to accelerate the national digital agenda

The parliamentary session in Dodoma marks a key moment in defining national ICT priorities for the 2026/2027 fiscal year. It reflects the Tanzanian government’s ambition to accelerate the modernization of its digital ecosystem and strengthen the foundations of its digital economy.

Key priorities highlighted include:

  • Expansion of digital infrastructure nationwide;
  • Strengthening network coverage, particularly in rural and peri-urban areas;
  • Consolidation of national ICT infrastructure;
  • Acceleration of digital transformation across public and private services;
  • Promotion of innovation and the digital economy.

These priorities are part of a clear vision: making connectivity a driver of inclusion, competitiveness, and sustainable economic growth.
In this context, telecom infrastructure is no longer just technical equipment, it has become a strategic national asset, essential for digital sovereignty and territorial balance.

Connectivity: a foundational pillar of Tanzania’s digital transformation

 Like many African countries, Tanzania faces a dual challenge: expanding network coverage while ensuring the quality and resilience of existing infrastructure.

The Ministry’s priorities highlight three major structural challenges:

Bridging the digital divide

Unequal access to connectivity remains a major development constraint. Expanding infrastructure into rural areas is therefore a strategic priority to ensure equitable access to digital services.

Supporting the growth of the digital economy

Digital use cases (fintech, e-government, e-commerce, digital education) require reliable, high-performance and scalable networks.

Strengthening infrastructure resilience

In an environment marked by rapidly increasing data traffic, the robustness of telecom infrastructure is essential to ensure service continuity.
It is precisely within this ecosystem that TowerCos play a critical role: enabling fast, shared and optimized deployment of passive infrastructure, reducing costs while accelerating national coverage.

TOA Tanzania: a committed player at the heart of the national digital agenda

 TOA Tanzania’s participation in the Dodoma budget session goes beyond an institutional presence. It reflects a clear positioning: that of a strategic partner in Tanzania’s digital development journey.

As a TowerCo, TOA Tanzania directly contributes to building the foundations of national connectivity through:

  • Deployment and management of passive telecom infrastructure;
  • Enabling infrastructure sharing among operators;
  • Optimizing deployment and operational costs;
  • Accelerating network coverage in priority areas;
  • Supporting network performance and resilience.

In a context where demand for connectivity is growing exponentially, shared infrastructure becomes a key lever to ensure fast, efficient and sustainable network expansion.
This approach is fully aligned with TOA’s mission: contributing to a more connected, inclusive and technologically resilient Africa.

An institutional presence strengthening public-private dialogue

The Dodoma budget session also served as a strategic exchange platform between key ICT stakeholders: public institutions, policymakers, telecom operators and industry partners.

TOA Tanzania’s presence enabled it to:

  • Strengthen dialogue with the Ministry of Information, Communication and Information Technology;
  • Exchange views on digital infrastructure priorities;
  • Share perspectives from the TowerCo sector;
  • Reinforce relationships with telecom ecosystem stakeholders.

In such a dynamic sector as telecommunications, public-private collaboration is a critical success factor. It ensures alignment between private investment and national priorities, while accelerating policy implementation.

TOA Tanzania fully embraces this partnership-driven approach, actively contributing to strategic discussions shaping the sector’s future.

Key takeaways from the ICT budget session in Dodoma

TOA Tanzania’s participation highlights several key insights for the future of the ICT sector in Tanzania:

  • Digital transformation is now a national strategic priority;
  • Telecom infrastructure is at the core of the country’s economic development strategy;
  • Connectivity expansion remains a key driver of social and territorial inclusion;
  • Shared infrastructure models are essential to accelerate network deployment;
  • Public-private dialogue is critical for successful digital transformation;
  • TOA Tanzania is positioning itself as an active contributor to Tanzania’s digital ecosystem.

Building sustainable connectivity for Tanzania’s future

Tanzania’s digital transformation is accelerating, driven by a clear vision: making digital technology a driver of economic growth, social inclusion and national competitiveness.

In this journey, telecom infrastructure plays a central role. It forms the invisible yet essential foundation of the entire digital ecosystem: mobile connectivity, digital services, technological innovation and the development of new use cases.

TOA Tanzania’s participation in the ICT budget session at the Ministry of Information, Communication and Information Technology in Dodoma reflects a deep conviction: digital transformation cannot succeed without strong collaboration between public stakeholders and private infrastructure players enabling network deployment.

By engaging in these strategic discussions, TOA Tanzania reaffirms its long-term commitment to supporting national ambitions by contributing to a more extensive, reliable, and inclusive connectivity landscape.

Beyond institutional presence, this participation reflects a long-term vision: building a Tanzania where every territory, every community and every economic actor can fully benefit from the opportunities offered by the digital world.
